The new law reduces the charge for possession of less than two ounces of weed from a misdemeanor to a fine and promises to expunge the criminal records of almost 160,000 people. Governor Andrew Cuomo says many of those people are black. "Communities of color have been disproportionately impacted by laws governing marijuana for far too long, and today we are ending this injustice once and for all," he said when signing the legislation last month. Earlier this year, Cuomo championed legislation to legalize recreational use of marijuana, but it was shot down by lawmakers in June.
